Goal 2

Based on national models, create a comprehensive, sequential model for the development and implementation of career academies and middle school pre academies at traditional public, choice and charter schools, currently serving 114 academies and expanding to 195 over the next five years in 9 central Florida districts.

This project includes primary partnerships between Polk, Osceola and Hillsborough Counties as well as expanded partnerships to also include Indian River, Lake, Manatee, Orange, Pasco and Sumter Counties.

The Performance Management Institute (PMI) was held on February 26-27, 2009 at St. Pete Beach, Florida. “The Performance Management Institute (PMI) provides classroom and web based training to enhance the ability of charter school operators and authorizers, as well as others, to adopt and apply performance measurement practices to charter schooling and its oversight.”

Best Practices shared at the June 2009 VPSC Training held in St. Petersburg, FL

Performance Management Institute (PMI) training was held for Charter Authorizers to develop a model Renewal Document. This document was submitted to the Florida Department of Education for inclusion in rule-making. Charter Authorizers will continue to work on the model Renewal Document during Year 3 of the Polk VPSC Grant.

A conference evaluation was completed by the charter authorizers who attended the 2009 trainings.

Carolyn Bridges presented at the 2009 NACSA Conference in Salt Lake City, Utah on Building Charter School Quality and the Polk Voluntary Public School Choice Grant.

Best Practices shared at the November 2009 VPSC Training held in St. Petersburg, FL

Charter Authorizers and School Board Attorneys worked together with the Florida Department of Education and Susie Miller-Barker, Consultant, to develop a draft model contract format as required by Florida Statutes 1002.33. This document was then presented to Charter School Operators by Susie Miller-Barker for additional feedback and revisions.

Best Practices shared at the January 2010 VPSC Training held in St. Petersburg, FL

Charter Authorizers and School Board Attorneys worked together a second time to review the revisions made by Charter Operators. The Draft Model Contract Format was redesigned to meet the needs of both authorizers and operators and align with charter statute. Susie Miller-Barker worked with the authorizer group and will again meet with the Operators group.

Best Practices shared at the April 2010 VPSC Training held in St. Petersburg, FL

Charter Authorizers worked with the Department of Education to review the charter operators' suggestions on the Model Contract Format. In addition, authorizers reviewed DOE's suggested changes to the Model Charter Application Format. Both of these documents will be sent to operators for one last review and then provided to DOE for the rule-making process.
