There are four core indicators of performance listed in the Carl D. Perkins Vocational and Technical Education Act of 1998. These core indicators seek to determine:
In partial fulfillment of core indicator number three above, a telephonic survey of the class of 2004 was conducted from September 16 – October 28, 2005. This survey is designed to determine the status of the graduates from the class of 2004 after they had been out of school over a year.
Staff members at 20 schools and a school based enterprise at one high school conducted interviews of graduates from the 22 schools covered by this follow-up survey. Interviewers and the school based enterprise were paid with grant funds to conduct those calls during evening hours and on weekends.
For purposes of this survey, career education students were identified by either their enrollment in Tech Prep (TP) during their senior year and/or their achievement of an Occupational Completion Point (OCP) at any time during their high school career. We attempted to make contact with 100% of the 4,480 graduates in the class of 2004.
As referred to in core indicator number three, the survey was conducted 16 months after graduation to determine if the graduates were currently enrolled, enlisted, or employed. A comparison can then be made between those who participated in a career education funded activity (as indicated by the TP or OCP designation) and those who did not enroll in vocational courses while in high school. We also collected data regarding the post-secondary enrollment, military enlistment, or employment status of ESE students who graduated in 2004.

This survey was designed to determine the status of the graduates sixteen months after their graduation.
