Reading Endorsement Contacts
Rationale:
Governor Jeb Bush signed an Executive Order in 2001 establishing the Just Read, Florida! state wide reading initiative. As part of this order spoke to establishing of a pool of highly qualified reading teachers through the acquisition of a reading endorsement, which consists of 300 in-service points or 15 semester hours of college credit.
The Polk County Plan
The Polk County Plan for Reading Endorsement currently consists of two main options for becoming reading endorsed:
- Option 1—District Add-On Plan: Six Competency classes (300 hrs.)
- Competency 1: Foundations in Language and Cognition (60 hrs.)
- Competency 2: Foundations of Research-Based Practices (60 hrs.)
- Competency 3: Foundations of Assessment (60 hrs.)
- Competency 4: Differentiated Instruction Model A (30 hrs.)
- Competency 5: Differentiated Instruction Model B (30 hrs.)
- Competency 6: Demonstration of Accomplishment (60 hrs.) Competency 6 is taken upon the completion of all other competencies.
- Option 2—REESOL Plan
- Original Inservice Points Earned through Reading/ESOL Crosswalk (80 hrs.)
- REESOL Bundle Inservice Training (100 hrs.)
- Competency 2: Foundations of Research-Based Practices (60 hrs.)

2011 - 2012 Schedule of Classes
Welcome! Polk State College is offering affordable online Reading Endorsement Competency courses approved by Just Read, Florida! The online courses are offered in cohort groups.
Each professional development reading course is eight weeks in length.
The curriculum addresses the six competencies needed for the Reading Endorsement. Polk State College's online courses provide learner-centered teaching and an online supportive learning environment.
The College's goal is to assure that every person completing the reading competency courses will acquire knowledge, skills, abilities, and attitudes necessary for success in teaching reading to students in the K-12 schools.
The courses offer flexibility to work at your convenience during the week, but assignments and discussions will have specific due dates.
Students must complete Reading Competencies 1 – 5 before registering for Reading Competency 6

Reading Endorsement Competencies 1 – 6
Application and Registration: (one time application process)
STEP 1: Go to www.polk.edu/re to begin the Application/Registration Process for Reading Endorsement Courses.
STEP 2: Click PASSPORT on the toolbar.
STEP 3: Scroll down and Click on Non-credit Student Home located on the left side of the page at the bottom.
STEP 4: This is the Non-credit student home page. On this page please select Complete Application if you have never attended or applied to the college before. Complete an application to continue to the Reading Endorsement course registration process
STEP 5: Fill in all the fields with an "*" to complete the application process. Once all the fields with "*" are complete, click on Submit Application at the bottom of the page.
STEP 6: After clicking Submit Application, you will be directed a new screen. Notice the Student ID and the PIN. These will be used as your login keys to log back in to PASSPORT for future registrations. Print the screen and then select Continue below your ID and PIN.
STEP 7: After reading the Policies and Guidelines for computer and eAccounts, select Accept at the bottom of the page.
STEP 8: At this point select REJECT Electronic Delivery or ACCEPT Electronic Delivery after reading "1098T Delivery Preference."
STEP 9: Select Register to register for classes.
STEP 10: Select the correct term (Spring, Summer, or Fall) to begin the registration process.
STEP 11: Under "Class Type" Select Non-Credit/PSAV and then type reference# of course in the Reference Number section. The Reading Competency course reference# is located on the Reading Endorsement website (reference# listed below in example is not valid for this course) and then click Add to Cart
STEP 12: Read instructions and if everything is correct click Register Now. To register for another reading competency go back to STEP 2: When registering for another reading competency course, use your Student ID and PIN to log back in to PASSPORT. Check schedule on Reading Endorsement website for reference#.
STEP 13: Read instructions and click View/Print Schedule and Fees and Pay your Fees.
STEP 14: The next screen shows the course registered for. Here you can pay for the course(s); make a printout for your records and for reference of your schedule. Your Registration for the Reading Competency course is completed after you pay for the course. Click payment and Print.
After completing your application you may register for the next reading course - STEP 1: Go to www.polk.edu/re and select "PASSPORT" to register for the next reading course no later than one week before class starts
There is a charge of $250 - $300 per course (depending on the particular course) to all who register for these classes.
*Eligibility for reimbursement: Secondary teachers who have been tagged Out-of-Field for Reading and Academic Intervention Facilitators (AIF) who are required to take competency classes - Please retain documentation of payment.

Textbook Information:
The textbooks required by PSC are different from the ones required by NEFEC. PSC textbooks may be purchased at their bookstore. At this time no plans for reimbursement have been decided.

Competency 4: Differentiated Instruction Model A
Competency 5: Differentiated Instruction Model B
Please note: There are two options available, one through NEFEC and the other through FDLRS at NO COST (available to both ESE and non-ESE instructors).
Competency 4 and 5 are taken in conjunction.
Competency 4 is the instructional component and Competency 5 is the implementation of differentiated instruction into the participant’s reading class/instruction.
Both competencies are 30 points, for a total of 60 in-service points.

Option 2: PDA-ESE Differentiating Reading Instruction for Students: Making It Explicit
- Open to ESE and non-ESE teachers
- This module consists of participation in group meetings, online study and classroom-based case study investigation.
- Supported by a trained facilitator with expertise in Reading and ESE
- Fall and Spring sessions available

- DIFFERENTIATING READING: MAKING IT EXPLICIT (60 Credits) *Satisfies competencies 4 and 5 of the reading endorsement. Identify practices for differentiating reading instruction to support & improve teaching for all students. Must have student contact!
- Required Meetings: There are three (3) required face-to-face meetings for each session.

- Class schedules are developed based on need.
- Detailed information is sent to reading coaches to share with classroom teachers prior to registration
Final Steps for Certification
Final Steps for Getting the Endorsement Added to Your Certificate
Upon completion of all coursework for the District Add-On Plan (Option One) or REESOL (Option Two)
- Print out a copy of your transcript that shows all of the reading competencies or REESOL courses and highlight all competencies to ensure verification. (Please see directions to print transcript below.)
- Complete the Verification Document below. NOTE: Please complete all requirements to avoid returned forms and delays.

Participant’s steps:
- Open the Verification Document and SAVE to your computer.
- Complete only the required fields that can be typed and print out the form for signatures.
- Sign your signature (do not type).
- Request that your principal sign and date the document (official signature not typed).
- Highlight all of the competencies or REESOL competencies on your transcript to ensure verification for Reading Endorsement. NOTE: Please be sure to complete this requirement to avoid returned forms and delays.
- Send the completed Verification Document with ALL pertinent signatures and highlighted transcript to: Jackie Baldwin, K-12 Curriculum and Instruction, Jim Miles Professional Development Center, Rt. “E.”
Printing Transcripts:
- Go to the Scheduler login webpage at https://pds.polk-fl.net/login.asp?
- Login using your Polk login.
- Select "Retrieve Inservice Record and Transcript."
- Check that all of the reading competencies are visible. (NOTE: The participant may need to change the date at the top of the page to another year or possibly "ALL" in order to view all of the reading competencies or REESOL.
- Print the page(s) in order to highlight the appropriate coursework. NOTE: Please be sure to complete this requirement to avoid returned forms and delays.
The district endorsement contact will:
- Review the transcript to confirm completion of all of the necessary coursework and stamp completed.
- Send confirmed Verification Form to the district Certification Department
The district Certification Department will:
- Send an email to each participant submitting a district confirmed Verification Form and Transcript for Reading Endorsement:
- This email will include procedures (application and fees) necessary to have Reading Endorsement added to a teacher certificate.
- Please note that Reading Endorsement can only be added to a current State Issued Teacher Certificate.
- The standard fee for updating a Teacher Certificate does apply.
After this application process is completed:
- The participant will receive a new teacher certificate with Reading Endorsement added.
- The participant is deemed highly qualified to teach reading in grades K-12.

Content Area Professional Development (CAR-PD)
Content area teachers in grades 6-12 will be provided professional development activities to gain skills needed to provide reading intervention in the areas of vocabulary and comprehension for Level 2 FCAT students within the content area class beginning in 2007-2008.
Targeted teachers:
- Math, science, social studies, language arts, fine arts and career and technical educators
- CAR-PD- a package of 150 in-service points with reading endorsement indicators drawn primarily from the area of vocabulary and comprehension
- The CAR-PD package consists of:
- Florida online Reading Professional Development (FOR-PD) (Competency 2) 60 in-service points-- a prerequisite to the CAR-PD Academy
- CAR-PD Academy (60 points)
- Practicum (30 hrs.)
- In-service credits earned can be used for renewal of all certification subjects
- Possibility of earning full endorsement by adding CAR-PD PLUS

- Have your principal sign and date the document (official signature not typed)
